Portswood Project Steering Group

What is the Portswood Project Steering Group?

The Steering Group, consisting of representatives of key stakeholders and stakeholder groups, will work together to oversee the implementation and outcome of the Bus Gate trial.  

The overall purpose of the Portswood Steering Group is to:  

  • Provide advice to the Cabinet Member for Environment and Transport on the scope and impact of the trial of the Portswood Broadway Bus Gate;
  • Receive information from Council Officers on technical aspects of the trial;
  • Ensure an unbiased trial of the bus gate; 
  • Oversee the trial and the development of any ATZ (including monitoring the ATZ co-design workshops) within the budgetary limits as stated in the Cabinet report; 
  • Agree on monitoring criteria and measures of success, and use them to advise on the achievement of the objectives of the scheme.

The Steering Group will prepare advice to the Cabinet Member for Environment and Transport over both the Portswood Broadway bus gate trial and the ATZ development with technical inputs from Southampton City Council officers.  

The Steering Group membership will include individuals who represent a wide range of local interests. Members will be expected to contribute to discussions and decision-making and strive for an impartial and collective view on the matters within the Group's remit. The Steering Group will be facilitated by a chairperson acting in an independent capacity. Ward Councillors may attend Steering Group meetings as observers.

Latest News 

24 October 2024

The steering group had its third meeting on Monday 21 October. Below is a summary of the meeting: 

New members were introduced to the group. The group was reminded that the Meeting 2 Report and Annexes are now published on the Council website. Officers introduced the detailed design for the ATZ, and outlined changes from the previous sketches. Members discussed the upcoming Traffic Regulation Order (TRO) consultation. Officers outlined the provisional dates for preparatory works required for the scheme installation. The group discussed the baseline data collection which will feed into the proposed KPIs. The Chair summarised the key next steps: 

  • The Council will be sending a letter to properties in the area on 25 October with an update on the project and information about the Traffic Regulation Order (TRO) consultation and how to comment. A copy will be shared with members; 
  • The consultant’s monitoring report containing baseline data will be shared with the Council in November, and following this discussed with the Steering Group – either by email or via an additional monitoring sub-group meeting; 
  • A written progress report including outcome of the TRO consultation and next steps for the scheme installation will be shared with the group in early December. 

The next meeting of the group will be on 15 January 2025.

The Portswood Project steering group had its second meeting on Tuesday 20 August. Below is a summary of the meeting:

New members were introduced to the group. The group reviewed the summary of feedback produced at the ATZ co-design workshops held in July. The group gave initial reactions to the proposed ATZ measures. The group commented on the detailed designs for the Broadway trial and wider signage. The group discussed the proposed objectives and KPIs. The group agreed to provide any detailed responses following the meeting, in particular concerning the ATZ proposals.

The next meeting of the group will be on 21 October.

The Portswood project steering group had its first meeting on Thursday 16 May.  Below is a summary of the meeting: 

The group brought itself up to date with the details of the proposed scheme. The group agreed the terms of reference and work programme. The group agreed the areas to be covered by the ATZ co-design process. The group gave initial reactions to the draft sketches of how the bus gate might operate. The group agreed to set up a sub group to work with officers on possible measures of success.
