Background
The Woolston & Itchen ATZ consultation questionnaire was open from August to September 2022. A summary of the key findings is below:
Overall agreement
- Agreement levels range from 63% to 91% of respondents for each of the statements regarding how the measures will improve the location
- No more than 17% disagreed with any of the statements regarding how the measures will improve each location
- The highest levels of disagreement was whether the measures would reduce traffic speeds at some of the locations
- The majority of respondents agreed that the proposed improvements would meet the aims of the Woolston and Itchen ATZ, in particular 65% agreed that they will improve safety, comfort and access for people walking and cycling in the areas they had commented on
Travel habits
- 54% said their main mode of transport for travelling in and around the area is walking, scooting, wheeling or cycling
- Walking is the most popular mode (57%) for getting to the shops or healthcare, with 32% travelling by car / van / taxi
- The proposals would encourage
- 33% to cycle more often
- 41% to walk / scoot / wheel more often
- 23% to travel by car / van / taxi less often

All of the measures featured in the consultation are now being progressed to detailed design stage. Feedback from the consultation will be incorporated into the designs, and schemes will be further assessed for viability based on various factors including cost, utilities investigations and legal Traffic Regulation Order consultations.
Previous consultations
December 2022
The Traffic Regulation Order (TRO) consultation for Woolston & Itchen ATZ was undertaken in December 2022. The proposals are available to view in our TRO consultations archive. Please note that further TRO consultations will take place for the remaining schemes, notably Swift Road, Bishops Road/Knighton Road, Sea Road and Bridge Road, and the area-wide 20mph limit in early 2023.
Due to unforeseen issues at Victoria & Vosper Road, it is not feasible to deliver the previously proposed modal filter and parallel pedestrian/cycle crossing at this junction within the Transforming Cities Fund (TCF) timescales. Therefore, we will not be progressing this element into the detailed design phase, but it could be implemented at a future date if funding is secured.
It is proposed to use the spare TCF funding for additional pedestrian crossing points on Swift Road (east) at the Archery Road junction, on Knighton Road at the Bishops Road junction and, where possible, greening, benches, artwork and improved signage.

January 2022 - Co-Design Workshops
We held eight co-design workshops between 8 and 19 January 2022 for local residents to get together to discuss potential solutions to the issues affecting walking and cycling in their local area. Discussions focused on the 17 streets which had generated the most feedback during the perceptions survey. You can see a summary of the feedback from the survey, along with a summary for each street (grouped into four areas) via the links at the bottom of this page.
During the co-design workshops, some of which were held online and some in local venues, 110 local residents worked together in small groups. The ideas and suggestions we have received, were then assessed by our designers regarding feasibility and shared during the Woolston & Itchen Active Travel Zone consultation questionnaire which was open from August to September 2022.
August 2021 - Perceptions Survey
Our Woolston & Itchen Active Travel Zone perceptions survey, which ended in September 2021, received 2,936 contributions from 640 respondents. These comprised of 826 comments and 2,110 agreements. Of those that responded, 72% live in the area they commented on.

You also shared lots of feedback with us about issues not directly related to the Active Travel Zone project. We’ve gone through those with the most agreements and pulled out more than 170 comments about a range of issues including resurfacing, street cleaning, vegetation maintenance, encouraging business and more. We’ve shared these with the relevant council departments for them to look into further. |
