Bedford Place/Carlton Place FAQs

Why are you doing this work?

Following the successful trial pedestrianisation of Carlton Place, which was made permanent in February 2022, the council has worked with local business, residents and other stakeholders to develop plans for improving the public realm and accessibility in the area.

As a result of the findings of the consultation and meetings with the local community, work is planned that will help to elevate the character of the area as a place to socialise and shop, whilst reducing traffic speeds and increasing safety in the area. This includes the creation of an accessible, pedestrianised, piazza-style public area to encourage outside dining on Carlton Place as well as a widened pavement area at its junction with Bedford Place. The latter will narrow the carriageway providing an informal “give way” system for vehicles to help slow traffic speeds on Bedford Place, alongside the newly established 20mph speed limit in the Polygon area.

Why are you doing the work now?

We are undertaking the improvements to Carlton Place and Bedford Place in early 2023, outside of the festive season but still in the wetter colder months when there is likely to be less inconvenience caused to everyone living, working or visiting the area.

How long will the works take to complete?

The works will start on Monday 9 January 2023 for approximately 12 weeks, aiming to complete by 14 April 2023

What are the hours of work?

The team’s working hours will be Monday – Friday 8am – 5pm and, when necessary, they may also work on Saturdays.

Who will be able to access the area during the works?

During the first half of our works, we will need to close Bedford Place for approximately 6 weeks, between Henstead Road and Amoy Street. This closure is required for the safety of the public and team while they construct the buildouts on Bedford Place.

During this time, pedestrian access will be maintained at all times. There there may be times when cyclists and scooter users will be asked to dismount for short distances.

Will I be able to access my property during the works?

Access for residents and businesses in Canton Street, Bedford Place and Carlton Place will be maintained throughout our works, there will be times when access to properties will not be viable from specific directions, this will be appropriately signed with the diversion route. Please note, it will not be possible to gain through access of Bedford Place from adjoining roads during this time.

Will deliveries be possible during the works?

Access to all businesses will be maintained for deliveries and guests, there may however be times where a slight delay may occur for a very short period of time when the work is undertaken outside the entrance/egress of a property.

Why isn’t work carried out 24 hours a day seven days a week to speed up work?

This area of the city is a mix of residential and various types of businesses. There are a number of late-night establishments in the area and we need to ensure the safety of the public and our team as a priority. It would also have a negative impact on the area to be continually working and there would also be an increased cost to the scheme of  having people working un-social hours.

How can I get regular updates about the works?

Should you wish to receive updates/letters via email for this scheme, please email Southampton.Highways@bblivinplaces.com stating your name and postal address.
