Phasing of work
Balfour Beatty is working in partnership with Southampton City Council to manage the highways service across Southampton. As part of this, we are improving access for pedestrians and cyclists along West Quay Road from Herbert Walker Avenue to Harbour Parade (see map). Work is planned to start from Monday 19 October for approximately 5 weeks and will require lane restrictions and some access restrictions to side roads. Work will be delivered over five phases with two crew so there will be work happening in multiple locations as follows:
Phase 1: 19 October for up to 1 week - Herbert Walker Avenue junction with Mayflower Roundabout
This is to install a dropped crossing and tactile paving as well as widening the crossing island. We will be working restricted hours between 7am and 4pm with access from Herbert Walker Avenue onto Mayflower Roundabout maintained throughout but with some possible delays exiting the roundabout onto Herbert Walker Avenue during working hours. Drivers should approach the works area with caution and if access is temporarily closed, should wait to be given access through.
Phase 2: 19 October for up to 2 weeks overnight – West Quay Road service road to the industrial area (see map)
Working at the entrance to the service road this is to widen, re-kerb and resurface sections of the shared footway and provide continuous crossings to make it clearer that pedestrians and cyclists have priority over vehicles turning into or out of existing business premises and across the service road itself. Due to the disruption, this work would cause to access work will be carried out overnight from 7pm until 5.30am. Work will require the junction to be closed to protect the crew working there, but access for vehicles will be maintained. Drivers will not be able to enter the service road from West Quay north or from Harbour Parade. Drivers should approach from Mayflower Roundabout heading north and pull into the coned off lane where someone will signal for you to enter once it is safe to proceed. This may cause some sort delays as we reopen the road to allow access.
Phase 3: 26 October for up to 3 weeks – West Quay Road from Mayflower Roundabout to Harbour Parade
Working along the footway to change the signage and markings for the cycle lane to meet highway guidelines. Work will include some resurfacing and will require restrictions to the footway/cycleway access and a lane restriction on West Quay Road northbound from Mayflower Roundabout to Harbour Parade (see map). Where necessary, there will be a signed pedestrian diversion route.
Phase 4: 2 November for up to 3 weeks – Exit to West Quay Service Road
We are working at the junction to improve cycle access from the cycle lane along the central reservation across the service road exit to the Toucan crossing opposite Ikea. This will include the introduction of cyclist detection and signalling as well as improved signage. The work will be day time, but access from the service road onto West Quay Road will be maintained throughout by temporarily staggering the signalised junction. Work will require a lane restriction on West Quay Road northbound from Harbour Parade to Ikea.
Phase 5: Week commencing 23 November for up to 1 week – West Quay Road southbound, between Harbour Parade to Ikea
Working on the shared use cycleway/footway to change the signage and markings for the cycle lane to improve access and safety for pedestrians and cyclists. The work will require a lane restriction on West Quay Road southbound for the duration of the works, working weekdays.
